Bruno Grandi remarked that this requirement did not concern the currently elected members,
because all of them had attended courses and were in a position to be reelected. A good judge
must be knowledgeable in gymnastics. He cannot comprehend why some judges are sidelined.
Adrian Stoica explained how judges were selected for the ART World Championships. Neutrality is
required for competitions III and IV. Federations with athletes in the finals cannot have their own
judges on the panels. Furthermore a draw is organized to select judges.
ITA remarked that this sensitive issue must be examined carefully. We cannot separate judges
from coaches. He endorsed the proposal but acknowledged that it would be difficult for the
Continental Unions to respect the rule; perhaps a transitional rule would be necessary. Concerning
the judging of World Championships, we should think about the number of judges needed at the
competitions. It is a financial and organizational issue.
SMR supported the proposal because some judges are more prepared to judge than others.
Courses could help identify those more capable of being neutral.
CHN: He has taught biomechanics and knows that it is a sensitive topic. Judges must possess
good technological knowledge and be respectful of regulations. A working group could be formed
to examine this huge issue.
Nellie Kim had some reservations, because we require a lot from TC members but ask little from
athletes who also have voting rights. The situation of every TC is different, because according to
their expertise and availability, athletes are more or less involved in TC activities. Forming a
working group is a good idea.
Under these conditions, Bruno Grandi proposed January 1, 2013 as the effective date for
implementation to allow everyone time to update.
Decision: The Congress approved the proposal with January 1, 2013 as the date for
implementation.

Adrian Stoica would prefer to state "two to three time" instead of "two times". Norbert Bueche
pointed out that it was always possible to invoke a matter of urgency. He remarked that since the
proposal was not submitted beforehand, a ruling was not possible on this day.
