AUS stated that a Federation would be penalized in 2012 for something that might have occurred
in 2011.
Decision: The proposal was approved with 141 votes in favor and 40 against.

Art 11.8 Appointment of Delegates and Notification of the Secretary General
Norbert Bueche remarked that there were seldom more than 4 delegates. This quota does not
include Council members or people making candidature presentations.
FRA inquired about possible candidates to vacancies and their presence at the electoral Congress.
Norbert Bueche replied that the candidates were not required to be present in the room.
Bruno Grandi said the FIG might cover the travel and lodging expenses of one person per
Federation, to make it possible for all Federations to attend. Federations sometimes register three
delegates but in the end only one attends, which creates problems and unnecessary expenses for
the organizing Federation.
GBR; asked whether the term «belong» was appropriate. She would prefer "be a member".
Norbert Bueche replied the Federation cannot give its proxy vote to another Federation. The word
"belong" was discussed by the Executive Committee and is the right one.
Decision: Tacit approval.

Day of the Meetings
President Grandi greeted the assembly and gave the floor to Jan Novak.
Jan Novak (SVK): On behalf of his Federation and staff, he thanked President Grand, who had to
leave before the end of the meeting, for everything he had done for the good of gymnastics.
Bruno Grandi was much moved. It is SVK that deserves the gratitude of the FIG. He thanked again
Jan Novak and his organizing committee for their outstanding job.
Art. 11.14.9 Election of the Appeal Tribunal Panel
Norbert Bueche announced that upon recommendation from FRA, an unnecessary sentence was
deleted.
