André Gueisbuhler gave the floor to the representatives from the Sector Company for the
presentation of the voting system and invited the delegates to try it out.
Bruno Grandi asked whether there were any concerns about the voting system; since none was
expressed, he declared the system adopted.
Number of Federations present: 73 (191 votes)
Absolute majority: 96 votes
Two-thirds majority: 128 votes
The quorum is reached. The Congress can validly deliberate.
3. FORMATION OF THE VOTING OFFICE / PROCEDURE REVIEW

The EC proposed the following persons for the voting office:

Decision: The proposal was adopted unanimously.
4. APPROVAL OF THE AGENDA
(Including any related additions or changes)
Bruno Grandi pointed out that the agenda was published in July 2010, in the «Congress» special
issue of the FIG Bulletin, Nr. 215. He informed the assembly that he would have to leave the next
day at 11:00 a.m. If necessary, the agenda will be modified.
André Gueisbuhler referred to Item 10 of the congressional agenda and informed that two
applications, namely from Frankfurt (GER) and Portoroz (SLO), were received within the deadline.
Three late bids came from Tokyo (JPN), Cancun (MEX), and Gardermoen (NOR) and must be
