Norbert Bueche replied that a draw was not possible, because members must be chosen based on
the cases, nationalities, and spoken languages.
André Gueisbuhler felt that the idea of a draw was interesting, but in practice the choice of
members is narrowed by tight deadlines and the complexity of cases.

Norbert outlined the new election procedure.
BUL: It would be regrettable to deprive any TC of the best athlete, because one member of the
athlete's Federation is an elected member of that TC.
Norbert replied that it was preferable to focus on the most competent individuals rather than on the
best athletes.
