CHN wished to point out, as a member of the
IAAF Council, that television generates 60% of the
Association's overall revenues, which is perfect. If we want to get more revenues from television,
we should encourage the greatest number of viewers to follow our sport.
GBR asked whether the Executive Committee had implemented a political strategy in an effort to
find organizers for our World Championships.
André Gueisbuhler pointed out that the FIG retains television rights, while organizing committees
own marketing rights. Based on the Executive Committee's decision, the Marketing Commission
has developed some projects that still need to be finalized. We must consider how to make our
sport more attractive.
Bruno remarked that there were no candidates for the 2013 and 2014 World Championships.
Some argue that competitions should be awarded further in advance, but at times we had to pay to
find last-minute organizers. We must reality into account. He hopes that the Marketing Commission
will find solutions.
7.5 Auditors' Presentation of the Revised 2009-2012 Quadrennial Plan
Ron Froehlich assured ARG that everything was done with great caution. Regular meetings are
scheduled with the banks. The FIG is in a position to survive through an entire cycle without IOC
revenues. The Auditors recommended approving the revised quadrennial plan.
7.6 Approval of the Revised 2009-2012 Quadrennial Plan
President Grandi proposed voting.
Decision: The revision was approved with 166 favorable votes, 2 against, and 11
abstentions.
Bruno Grandi informed that the Executive Committee was proposing to transfer the CHF 1.5 million
from the sale of the Moutier building to the Foundation. Prior to voting, he pointed out that only
interests could be spent and not the working capital of the Foundation. The date and the procedure
regarding the settlement of this amount will be decided later on by the Executive Committee.
Decision: Approved with 170 votes in favor, 5 against, and 3 abstentions.

With the arrival of TUN, 74 Federations were now present (192 votes). Absolute majority: 96 votes
and 2/3 majority: 128 votes.
8. ADMISSIONS, RESIGNATIONS, SUSPENSIONS, AND EXPULSIONS
The Secretary General invited the assembly to approve the Federations, which were provisionally
approved by the Council in 2009 and 2010 -- namely SWZ as an associate member; MNE and TJK
as affiliate members. Recently BUR had applied for an associate membership, and CGO and
MOZ for affiliate memberships. All applications were complete and provisionally approved by the
Executive Committee. He proposed to vote on these admissions as a group. A two-thirds majority
is required. There was no opposition.
Decision: The new Federations were approved by 98% of the votes.
