approved by the assembly with a two-thirds majority. He suggested voting on the 3 candidates as
a single block.
Decision: The late applications were approved with 159 votes in favor, 27 against, and no
abstentions
GER remarked that only two European Federations had submitted their bids within the deadline; 2
non-European candidatures were received in the meantime. Given that the previous Congresses
were organized in Europe, GER prefers to withdraw its candidature. It is important to assess one's
chances of success, but the odds of winning are different when late applications are accepted.
Wolfgang William asked the EC to consider this issue and apply stricter rules in the future.
Bruno thanked GER, He understands these considerations. It is a recurring problem: some events
attract an abundance of candidates whereas candidates are difficult to find for others. Therefore
there will be four candidates for the 2012 Congress.
André announced that the presentations would be made the morning of the next day, at the
opening of the congressional session. The following order was established by a draw: 1. SLO, 2.
JPN, 3. MEX, 4. NOR.
The President asked the assembly to approve a late proposal from the Executive Committee
concerning article 7.1 of the Statutes. He further remarked that a proposal would be submitted for
the use of the money received from the sale of the FIG property in Moutier; this will be discussed
under Agenda Item 7 -- Financial Matters. He proposed voting on the two late proposals from the
EC as a block.
Decision: The proposal was approved with 149 votes in favor, 36 against, and 3
abstentions.
André Gueisbuhler proposed to approve the agenda along with the requested changes. The
agenda will be modified the next day, if warranted by the President's early departure.
Decision: The agenda was adopted with 177 votes in favor, 8 against, and 3 abstentions.

5. APPROVAL OF THE MINUTES OF THE PREVIOUS CONGRESS
Bruno Grandi pointed out that the minutes of the 2008 Congress in Helsinki (FIN) were published
in the FIG Bulletin Nr.
212 and sent to everyone. September 30, 2009 was the deadline for sending
any comments to the FIG office. No comments were received by the deadline.
Decision: The minutes were adopted with 181 votes in favor, 3 against, and 6 abstentions.
6. PRESENTATION OF THE REPORTS:
6.1 Report from the FIG President ­ Bruno Grandi
Bruno Grandi pointed out that everyone had received his report. He remarked that in an era of
globalization, everything was changing rapidly. Sport has become high commercial value, but the
higher principles of ethics must prevail. The survival of gymnastics comes from sport justice. If
judging occasionally shows weaknesses, we must find efficient solutions to help our judges. Ethics
also concerns the authorities as well as the managers of our sport. After his election in Atlanta
(USA), the President had drawn up a list of projects; some have been falling behind, but most of
them have already been completed.
