Art. 7.1 Suspension of a Federation
Norbert Bueche specified that a Federation paying its dues past the 30-day deadline cannot submit
proposals or candidates and will have no voting rights at the next Congress. The other rights will
be restored upon payment of the dues. The Executive Committee and especially the President
wanted to have a more restrictive regulation.
Bruno Grandi did not want to limit the Federations' rights. The goal of the proposal is to avoid
political interference.
AUS asked what would happen if the suspension occurs in a non congressional year.
Norbert Bueche replied that if the payment is past due in 2011, the Federation concerned will have
no voting rights at the 2012 Congress.
