Judge's Rules
- The WTC President showed the latest proposal from the FIG on the General Judges'
Rules. The WTC reviewed the articles and made suggestions to be discussed with the
MTC.
- In general, the WTC does not support the idea of judges being allowed to skip a category
and thus receive an upgrade of 2 categories in the cycle. It is nevertheless understood that
the General Judges' Rules are set for all disciplines and some of them have low numbers of
high brevetted judges.
- The following Articles were discussed:
4.1.4, 4.1.9, 4.2.2, 4.2.6, 4.3.1, 4.4.1, 4.5.1, 4.7
7. Common Meetings with the MTC
The WTC and MTC worked together in 3 sessions.
The WTC President explained the requests received from Mrs. Slava Corn to discuss specific
issues.
A difference of opinion was expressed on the number of languages which may be included in the
Code. Adrian Stoica explained that by using multiple languages in the same page, it was then
possible to track all changes. The WTC prefers to have COP just in one language (on the same
page), but if necessary to have similar format of the COP with MAG, eventually agreed to use only
2 languages, i.e. English as the original language of the document and a second language
(French, Spanish, German, Russian).
The WTC suggested that the FIG should update the Code of Points once per year after the World
Championships. The concerns addressed were that these changes/updates may be overlooked.
The proposal was to ask the FIG to insert on the FIG webpage a "note" to give emphasize on the
availability of new documents or information.
At the end of the session, a working group was formed to review the structure of the WAG and
MAG codes and work on a proposal for the General format (attached).
FIG Secretary General's proposed draft of the General Judges' Rules was revised.
The MTC President said that the intention of the rules was to be valid starting from 2013 and not
2012.
The WTC President went through the
General Rules and the following comments were made:
- Everybody agreed that all judges must take the examination. Both Committees did not wish
to continue with the possibility of just attending the course and maintaining the category.
- Both TC agreed that minimum points should be established for Cat. II (as is the case now)
in order for new judge to obtain directly Cat. III. In addition, judges must have judged at
least 2 competitions after their examination in order to receive Cat. III.
- Both TC agreed to allow Cat. IV to obtain directly Cat. II as proposed, and to request at
least 2 competitions from Groups 1-4
- The requirement to obtain Cat. I is to possess Cat. II in the previous cycle and have judged
competitions from group 1-3
- To include the "Test Event" in Group 2.
The Common decisions were taken on following:
